David Adkins is majority staff counsel to the Senate Committee on Rules and Administration.

Previously, David worked at the Federal Election Commission (FEC), starting as an attorney in the Policy Division of the Office of General Counsel and later serving as an executive assistant to Commissioners Caroline Hunter and Matthew Petersen. Prior to his time at the FEC, David was an attorney at the law firm Arent Fox LLP.

David completed his undergraduate studies at Towson University and attended law school at the University of North Carolina at Chapel Hill. He is a member of the bars of Maryland and the District of Columbia.
